You will have seen a copy of the 178 Governor of Burma's telegram No.943 of 15th
December about the acquisition of real property. We take it that what Sir R.Dortian Smith means is that he would prefer Burma to be excluded from guy provision on this subject in the proposed exchange of notes with the Chinese. Will you consider whether Sir H.Seymour should be informed of this.
The decision whether Burrus comes in or not can presumably wait until we see what formula Sir H.Seymour succeeds in reaching ad referendum in his discussions with the Chinese, (see F.0. telegram to Chungking 163 No.1573 of 9th December para.2), but if the
Foreign üffice or any of the other Departmenta interested have any comments to make on the Covernor's telegram you will no doubt let me know.
